I received a copy of new mechanism for updating WHO model list. It is 
really a big improvement. However, I think it is still a one way 
communication from WHO to member states. You should also think of an 
active mechanism to receive member states suggestions for revising the 
list, e.g. by receiving recommendations through a pre design forms. 
Although you may receive many "raw" suggestions, you will find some good 
suggestions too. In addition involving the member states even in 
selection procedure will increase their will to implant the list more 
actively.
